Arthur MillerArthur Miller quote #1 I think that it is a fallacy to suppose that helpful cooperation in the future will be assured by the attempted compulsion of an inflexible rule. Rather will such cooperation depend upon the fostering of firm friendships springing from an appreciation of community ideals, interests, and purposes, and such friendships are more likely to be promoted by freedom of conference than by the effort to create hard and fast engagements.

Condoleezza RiceCondoleezza Rice quote #20 The United States has been very clear that we did have to have some political basis to make clear that that cessation of hostilities was not going to countenance a return to the status quo ante. Indira GandhiIndira Gandhi quote #3 When I passed the Chancellor he arose, waved his hand at me, and I waved back at him. I think the writers showed bad taste in criticizing the man of the hour in Germany.
Jesse OwensJesse Owens quote #3 The Soviet Union has long been proposing to outlaw chemical weapons, to remove them from the arsenals of states. We are prepared for resolution of this problem either on a global basis or piece by piece. As one of the first steps the USSR and the other socialist countries proposed in January 1984 that agreement be reached on ridding Europe of all types of chemical weapons.

Nikita KhrushchevNikita Khrushchev quote #18 They pay little attention to what we say and prefer to read tea leaves.
Nikita KhrushchevNikita Khrushchev quote #21 Virtually all informed observers agree that a fair and equitable resolution of the plight of the Palestinians would considerably weaken the anger and hatred of Israel and the US in the Arab and Muslim worlds - and far beyond, as international polls reveal. Such an agreement is surely within reach, if the US and Israel depart from their long-standing rejectionism.
Noam ChomskyNoam Chomsky quote #152 The Council of the Union of Democratic Control re-affirms its unshaken conviction that a lasting settlement cannot be secured by a peace based upon the right of conquest and followed by commercial war, but only by a peace which gives just consideration to the claims of nationality, and which lays the foundation of a real European partnership.

Joachim von RibbentropJoachim von Ribbentrop quote #10 A foreign minister who knew little of foreign affairs and nothing of foreign policy.
Joachim von RibbentropJoachim von Ribbentrop quote #12 When apprehensions abroad threatened the success of the Nazi regime for conquest, it was the duplicitous Ribbentrop, the salesman of deception, who was detailed to pour wine on the troubled waters of suspicion by preaching the gospel of limited and peaceful intentions.
Joachim von RibbentropJoachim von Ribbentrop quote #13 I never thought much of Ribbentrop's abilities. As a foreign minister he was lacking in understanding and experience. I was against Hitler's choosing Ribbentrop at the time he did. I wanted Neurath to remain. He was not a strong man, and Hitler could tell him what to do, but he would do it more intelligently and with more finesse than Ribbentrop.
Joachim von RibbentropJoachim von Ribbentrop quote #17 American presidents since Woodrow Wilson have promoted democracy.
John EdwardsJohn Edwards quote #8 (When asked about his name by President Bush) 'My name is Mr. Fischer. What's your name?' (October 22nd, 2005) [1]
Joschka FischerJoschka Fischer quote #6 The EU isn't a loving family of European nations where everyone altruistically cares for everyone else. Various interests clash on various issues, and all kinds of coalitions are struck to push through specific solutions. I have no inhibitions here whatsoever. We can cooperate with France and Germany on some issues, and argue with, say, Spain and the UK. Realistically, however, we have to collaborate above all with those countries that want more autonomy within the EU, such as the UK or Denmark.
Lech KaczynskiLech Kaczynski quote #10 We have to oppose the widespread view that if the Russians are provoking us, we shouldn't react because that could be perceived as a confirmation of Poland's alleged russophobia. Let's remember that Russia is not only provoking us but also checking how far it can go. Recently it went definitely too far. We must react when we have to do with obvious nonsense, like the Russian foreign ministry's recent statement that Yalta resulted in a strong, free, and democratic Poland.
Lech KaczynskiLech Kaczynski quote #13 I have thought long and deeply about the post of Foreign Secretary and have decided to offer it to Peter Carrington who - as I am sure you will agree - will do the job superbly.

Nick CohenNick Cohen quote #3 We seek an amicable divorce from the political European Union and its replacement with a genuine free trade agreement, which is what we thought we signed up to in the first place.
Nigel FarageNigel Farage quote #3 Yes, today we have genuine Russian weather. Yesterday we had Swedish weather. I can't understand why your weather is so terrible. Maybe it is because you are immediate neighbours of NATO.
Nikita KhrushchevNikita Khrushchev quote #1 Why won't Chomsky come to Iraq? --Ibrahim al-Jaafari, February 2006 [184]
Noam ChomskyNoam Chomsky quote #202 What we hear in Europe or elsewhere in the world, despite CNN and my son watches CNN every morning, is President Bush saying that the United States is the greatest country on earth, almost every day. And Noam Chomsky saying, the United States is the worst country on earth. And we don't hear a great deal of all those liberal internationalists, critical voices in between. Whether this is the job of an officially funded public diplomacy or of other forms of media, I don't know, but it does seem to me terribly important that the voices of those other Americans should be heard across the world. --Timothy Garton Ash, December 5, 2002 [220]
Noam ChomskyNoam Chomsky quote #239 One great state says to others, as each in effect has been saying during the ten years of armament debate: 'It is true that we ask for considerable power. Perhaps, all things considered, greater power than you. But it need not disturb you in the least, for we give you our most positive assurance that that power will be used purely for defense. And by defense we mean this: that when we get into a dispute with you as to our respective rights, when, that is, the question is whether you are right or we are right, what we mean by defense is that we shall always be in a position to be sole judge of the question. And so much stronger than you, that you will have to accept our verdict without any possibility of appeal. Could anything be fairer?'
Philippe de ComminesPhilippe de Commines quote #1 At home his vision and leadership restored national self-confidence and brought some significant changes to U.S. politics while abroad the negotiation of arms control agreements in his second term and his statesman-like pursuit of more stable relations with the Soviet Union helped bring about the end of the Cold War.
Ronald ReaganRonald Reagan quote #130 The dialogue that President Reagan and I started was difficult. To reach agreement, particularly on arms control and security, we had to overcome mistrust and the barriers of numerous problems and prejudices. I don't know whether we would have been able to agree and to insist on the implementation of our agreements with a different person at the helm of American government. True, Reagan was a man of the right. But, while adhering to his convictions, with which one could agree or disagree, he was not dogmatic; he was looking for negotiations and cooperation. And this was the most important thing to me: he had the trust of the American people.
Ronald ReaganRonald Reagan quote #135 His commitment to overcoming the East-West conflict and his vision of a free and united Europe helped pave the way for those developments that ultimately enabled Germany also to regain its unity.
Ronald ReaganRonald Reagan quote #148 It would be very dangerous to use the military option [against Iran]. It would not be a good thing. But it would be much more dangerous and much worse if they had nuclear weapons.
Rudy GiulianiRudy Giuliani quote #14 Vous etes mon ami personnel. Vous etes assure de mon estime, de ma consideration et de mon affection.
Saddam HusseinSaddam Hussein quote #10 Your Excellency, Mr President: I greet you, in the name of the many thousands of people in Britain who stood against the tide and opposed the war and aggression against Iraq and continue to oppose the war by economic means, which is aimed to strangle the life out of the great people of Iraq.
Saddam HusseinSaddam Hussein quote #22 'How easily we Indians see the several sides to every question! That is what makes us such good bureaucrats, and such poor totalitarians. They say the new international organizations set up by the wonderfully optimistic (if oxymoronic) United Nations are full of highly successful Indian officials with quick, subtle minds and mellifluous tongues, for ever able to understand every global crisis from the point of view of each and every one of the contending parties. That is why they do so well, Ganapathi, in any situation that calls for an instinctive awareness of the subjectivity of truth, the relativity of judgement and the impossibility of action.' [16]
Shashi TharoorShashi Tharoor quote #25 With the religious you can hardly negotiate. They think they have supreme permission to kill people and go to war.
Shimon PeresShimon Peres quote #15 From 'old' Europe's point of view, America seems bent on squandering the admiration - and gratitude - felt by most Europeans. The immense sympathy for the United States in the aftermath of the attack on September 11, 2001 was genuine. (I can testify to its resounding ardor and sincerity in Germany; I was in Berlin at the time.) But what has followed is an increasing estrangement on both sides. The citizens of the richest and most powerful nation in history have to know that America is loved, and envied ... and resented.
Susan SontagSusan Sontag quote #58 His Holiness Pope John Paul II was a man I held in high regard. His experience in Poland and my own difficulties with communists gave us an immediate ground. The Pope was very sympathetic to the Tibetan problem. Of course, as the head of an institution trying to establish good relations with China and seriously concerned about the status of millions of Christians in china he could not express this publicly or officially. But right from the start of our friendship he revealed to me privately that he had a clear understanding of the Tibetan problem because of his own experience of communism in Poland. This gave me great personal encouragement.
Tenzin Gyatso (Dalai Lama)Tenzin Gyatso (Dalai Lama) quote #27 For the stability and peace of Asia, it is essential to create peace zones to separate the continent's biggest powers and potential adversaries.
Tenzin Gyatso (Dalai Lama)Tenzin Gyatso (Dalai Lama) quote #54 Let us make it evident that we intend to do justice. Then let us make it equally evident that we will not tolerate injustice being done us in return. Let us further make it evident that we use no words which we are not which prepared to back up with deeds, and that while our speech is always moderate, we are ready and willing to make it good. Such an attitude will be the surest possible guarantee of that self-respecting peace, the attainment of which is and must ever be the prime aim of a self-governing people.
Theodore RooseveltTheodore Roosevelt quote #41 Had a long talk to the Chinese First Secretary at the embassy - a very charming man called Liao Dong - and said how much I admired Mao Tse tung or Zedong, the greatest man of the twentieth century. He said that I couldn't admire Mao more than he did. I asked him how Mao was viewed now. He said Mao was 70 per cent right and 30 per cent wrong; the Cultural Revolution didn't work. He said he had been named after Mao - it was amusing.
Tony BennTony Benn quote #24 If Azerbaijan itself holds such military events and invites representatives of Armenia, we will definitely accept the invitation.
Vazgen SargsyanVazgen Sargsyan quote #4 In the conduct of foreign affairs, Mazarin; Talleyrand, Metternich, would welcome him to their company, if there be another world to which Bolsheviks allow themselves to go.
Vyacheslav MolotovVyacheslav Molotov quote #13 In world history we have other examples of frightful destruction. There was Alexander the Great and all of the destruction he caused. Napoleon, too, would have destroyed all of Europe. But unfortunately, the Nazi government, the government of which I unfortunately partook, had no Talleyrand, but we had a Ribbentrop. Through Talleyrand's policy France was saved from a catastrophe that Ribbentrop would have brought about.
Walther FunkWalther Funk quote #9 General Franco made it clear that Spain could enter the war only when England was about ready to collapse.
Wilhelm CanarisWilhelm Canaris quote #5 You know, my dear Lahousen, the students of history will not need to trouble their heads after this war, as they did after the last, to determine who was guilty of starting it. The case is, however, different when we consider guilt for prolonging the war. I believe that the other side have now disarmed us of the last weapon with which we could have ended it. 'Unconditional surrender', no, our generals will not swallow that. Now I cannot see any solution.
Wilhelm CanarisWilhelm Canaris quote #6 It would seem that common sense and reason ought to find a way to reach agreement in every conflict of honest interests. I myself think it our bounden duty to believe in such international rationality as possible. But, as things stand, I see how desperately hard it is to bring the peace-party and the war-party together, and I believe that the difficulty is due to certain deficiencies in the program of pacifism which set the military imagination strongly, and to a certain extent justifiably, against it. In the whole discussion both sides are on imaginative and sentimental ground. It is but one utopia against another, and everything one says must be abstract and hypothetical.
William JamesWilliam James quote #94 It was the only treaty made by the settlers with the Indians that was never sworn to, and the only one that was never broken. ~ Voltaire, contrasting Penn's treaty with the Delaware (Leni Lenape) Indians, with most others that had been made in the colonization of America.
William PennWilliam Penn quote #44 The choice was clearly open: crush them with vain and unstinted force, or try to give them what they want. These were the only alternatives and most people were unprepared for either. Here indeed was the Irish spectre - horrid and inexorcisable.
Winston ChurchillWinston Churchill quote #23 Britain and France had to choose between war and dishonour. They chose dishonour. They will have war.
Winston ChurchillWinston Churchill quote #39 We have seen that Alfred in his day had never hesitated to use money as well as arms. Ethelred used money instead of arms. He used it in ever-increasing quantities, with ever-diminishing returns...There is the record of a final payment to the Vikings in 1012. This time forty-eight thousand pounds' weight of silver was extracted, and the oppressors enforce the collection by the sack of Canterbury, holding Archbishop Alphege to ransom, and finally killing him at Greenwich because he refused to coerce his flock to raise the money. The Chronicle states: 'All these calamities fell upon us through evil counsel, because tribute was not offered to them at the right time, nor yet were they resisted; but, when they had done the most evil, then was peace made with them. And notwithstanding all this peace and tribute they went everywhere in companies, harried our wretched people, and slew them'
Winston ChurchillWinston Churchill quote #105 I am a soldier, kind of a diplomatic soldier.
Zalmay KhalilzadZalmay Khalilzad quote #2 Although I may not be a lion, I am a lion's cub, and inherit many of his qualities; and as long as the King of France treats me gently he will find me as gentle and tractable as he can desire; but if he be rough, I shall take the trouble to be just as troublesome and offensive to him as I can.
Elizabeth I of EnglandElizabeth I of England quote #16 All political decisions are taken under great pressure, and if a treaty serves its turn for ten or twenty years, the wisdom of its framers is sufficiently confirmed.
Herbert FisherHerbert Fisher quote #1 I recommended that we establish contact with [the Chinese communists]. We had established contact through a military mission there but that we did not ... we should not withdraw recognition from Chiang Kai-shek at that time, but we should recognize the inevitability of the loss, Chiang's loss to Mao, and that therefore we should, establish relations of the type that I described that we had with warlords, with the communists, and that we have, say, a consulate there, so that there was a political contact in addition to the military. That, of course, did not go down.
John P. DaviesJohn P. Davies quote #1 The crime he did commit was that of practical, complicated, and nuanced thought. Though an ardent anti-communist, he also knew that Chiang's regime was bankrupt and that eventually America would have to deal with Mao if it wanted power over him.
John P. DaviesJohn P. Davies quote #3 [Davies] was one of the finest observers of oriental countries that we ever had.
John P. DaviesJohn P. Davies quote #6 This may not be a just peace, but it is more just than the continuation of war - Alija Izetbegovic quoted on BBC News
Alija IzetbegovicAlija Izetbegovic quote #4 Time has shown how illusory are alliances of great powers so far as the maintenance of peace is concerned. In considering the use of international force to secure peace, we are again brought to the fundamental necessity of common accord. If the feasibility of such a force be conceded for the purpose of maintaining adjudications of legal right, this is only because such an adjudication would proceed upon principles commonly accepted, and thus forming part of international law, and upon the common agreement to respect the decision of an impartial tribunal in the application of such principles. This is a limited field where force is rarely needed and where the sanctions of public opinion and the demands of national honor are generally quite sufficient to bring about acquiescence in judicial awards. But in the field of conflicting national policies, and what are deemed essential interests, when the smoldering fires of old grievances have been fanned into a flame by a passionate sense of immediate injury, or the imagination of peoples is dominated by apprehension of present danger to national safety, or by what is believed to be an assault upon national honor, what force is to control the outbreak? Great powers agreeing among themselves may indeed hold small powers in check. But who will hold great powers in check when great powers disagree?
Charles Evans HughesCharles Evans Hughes quote #14 If you examine the record of the so-called the anti-war movement in this country and imagine what would have happened had its counsel been listened to over the last 15 and more years, you would have a world in which the following would be the case: Saddam Hussein would be the owner and occupier of Kuwait, he would have succeeded in the annexation, not merely the invasion, but the abolition of an Arab and Muslim state that was a member of the Arab League and of the United Nations. And with these resources as we now know because he lost that war, he was attempting to equip himself with the most terrifying arsenal that it was possible for him to lay his hands on. That's one consequence of anti-war politics, that's what would have happened. In the meanwhile, Slobodan Milosevic would have made Bosnia part of a greater Serbia, and Kosovo would have been ethnically cleansed and also annexed. The Taliban would be still in power in Afghanistan if the anti-war movement had been listened to, and al-Qaeda would still be their guests. And Saddam Hussein, with his crime family, would still be privately holding ownership over a terrorized people in a state that's been most aptly described as a concentration camp above ground and a mass grave underneath it. Now if I had that record politically, I would be extremely modest, I wouldn't be demanding explanations from those of us who said it's about time that we stop this continual capitulation to dictatorship, to racism, to aggression and to totalitarian ideology. That we will not allow to be appeased in Iraq, the failures in Rwanda, and in Bosnia, and in Afghanistan, and elsewhere. And we take pride in having taken that position, and we take pride in our Iraqi and Kurdish friends who are conducting this struggle, on our behalves I should say.
Christopher HitchensChristopher Hitchens quote #65 If your platform is the destruction of Israel, it means you're not a partner in peace, and we're interested in peace
George W. BushGeorge W. Bush quote #386 Look what the Iraq Study Group came up with. You know, that was a totally nonpartisan group of, you know, 10 wise Americans, you know, some of them Republican, some of then Democrats from different, you know, experiences. They came out with a long list of recommendations. Now, you can say well, I wouldn't agree with that one or wouldn't agree with this one, but the fundamental point they made is that there is no military solution. There is only a political resolution and you've got to bring everybody into the game in order to move it forward, you know. And for whatever reason, this administration rejects that. They won't talk to bad people. That means they won't talk to the Iranians and the Syrians: If they're our enemies, then believe me, I think they are, because they certainly don't wish us any well outcome, then we need to know more about them. I think it's a sign of strength to get into a process with people who you are concerned about their motives, who's really calling the shots. This administration won't do that. So, to a certain extent we're flying blind.
Hillary ClintonHillary Clinton quote #26 With Hillary at her side, Suha Arafat made the deliberately false allegation that 'Our [Palestinian] people have been submitted to the daily and intensive use of poisonous gas by the Israeli forces, which has led to an increase in cancer cases among women and children.' Mrs. Arafat also accused Israel of contaminating much of the water sources used by Palestinians with 'chemical materials' and poisoning Palestinian women and children with toxic gases. Instead of reacting with outrage, Hillary Clinton sat by silently - and gave her a hug and a kiss when she finished speaking. Later, many hours after the event, and only after a media furor put her on the spot for what many view as a bit more than a mere political 'faux pas', Mrs. Clinton called on 'all sides' to refrain from 'inflammatory rhetoric and baseless accusations' - including Israel, whose leaders made no such accusations. Glossing over this remarkably repugnant affair, Mrs. Clinton has yet to specifically contradict and denounce the monstrous lies uttered by Yasser Arafat's wife in her presence.
Hillary ClintonHillary Clinton quote #69 ...the argument is that by bombing at a time when most of the atrocities were attributed to the KLA guerrillas, with the anticipation that the bombing would lead to far worse atrocities, NATO was preventing atrocities. The fact that this is the strongest argument that can be contrived by serious analysts, and I stress serious because there's plenty of nonsense, that tells us a good deal about the decision to bomb, particularly when we recall that there apparently were diplomatic options.
Noam ChomskyNoam Chomsky quote #91
